Get Microsoft PowerToys!

• Download from here and install
• Once installed, click Win + SHFT + C to activate the ColorPicker
• Select a color from anywhere on your screen
• Shows the Hex and RGBA values(!)
• Click OK to generate a palette too!

Just copy the Hex/RGBA value into your PowerApp using the built in ColorValue() or RGBA() functions.

Easy!
